This is a list of acts passed by the Lutheranian parliament.

ACT I : Of Imperial Royal Marriages[]

Most Gracious Sovereign:

  • A. The Monarch of the Kingdom will be granted the right to choose whom so ever they may chose. There are no ties to class, sex, or ethicality. The only request is that they be of the Protestant or Pagan faiths.

ACT II: Of Imperial Royal Divorces[]

Most Gracious Sovereign:

1. This act is called the Act of Imperial Royal Divorces.

2. The Act is in regard to divorces of the Imperial Blood

  • a. The Monarch
  • b. The Princes and Princess’s of the blood
  • c. The Aristocracy


  • A. The Monarch has the right to divorce from their Husband/Wife after consulting the Imperial Council on their decision. The Council will then make arrangements for the Divorce.
  • B. .The princes and princess’s of the blood have the right to divorce from their Husband/Wife after consulting the Imperial Council on their decision. The Council will then make arrangements for the Divorce.
  • C. The Aristocracy has the right to divorce after agreement from the Monarch, The Archbishop and after consulting the Imperial Council on their decision. The Council will then make arrangements for the Divorce.


ACT III:Of Imperial Royal powers of the Monarch and Imperial Family []

Most Gracious Sovereign:

1. This Act is called the Act of The Imperial Royal Powers of the Monarch and Imperial family

2. The Act is in regard to the powers of

  • a. The Monarch
  • b. The Imperial Family
  • A. The Monarch
  • The appointment and dismissal of ministers
  • The dissolution of parliament
  • Clemency and pardon
  • The award of dignities and honors
  • The declaration of war
  • The declaration of an emergency
  • The grant of charters of incorporation
  • The collection of tolls
  • The minting of coinage
  • The issue and revocation of passports
  • The expulsion of any foreign national
  • The creation of new law courts
  • The creation of new universities
  • The appointment of religious leaders
  • The printing of authorized version of the bible
  • The publication of palace documents
  • The exercise of jurisdiction over numerous Royal foundations of all kinds
  • The appointment of Royal commissions and officers for any purpose
  • Declare peace
  • Remove and appoint prime ministers
  • Give territory away to any foreign power
  • Make everyone a peer
  • Disband the army
  • Sell all the ships in the navy
  • Sell all the planes in the airforce
  • To take control of the nation in the deepest of emergency’s
  • The right to build, purchase or sell Royal palaces
  • The right to form Royal guards

  • The power of the VETO on any documents brought forward by parliament.


  • B. The Imperial Family has NO powers unless they are being carried out for the Monarch and the Government of Lutherania. Powers may be granted to the Imperial Family with the Monarch’s and Governments consent.

ACT IV: of The powers of the clergy[]

Most Gracious Sovereign:

1.This Act is called the act of the powers of the clergy of the church of Lutherania.

2. The Act is in regard to the powers of:

  • a. The Archbishop
  • b. The Bishops
  • c. The other members of the clergy
  • A. . The Archbishop has the powers invested in the Monarch as supreme governor of the church. The Archbishop is the keeper of these powers. The Archbishop must also consult the Monarch when using the powers.
  • B. At present there are no Bishops in Lutherania therefore their powers will be decided in future amendments to this act.
  • C. Same as B

Act V: Of The book of church law []

Most Gracious Sovereign:

1.This Act is called the act of the book of church law

2. The Act is in regard to the book of church law, which consists of:

  • a. The powers and duties of the Archbishop
  • b. The powers and duties Bishops
  • c. The powers and duties other members of the clergy
  • d. The structure of the church
  • A. . The book will contain the duties the Archbishop will perform as the Monarch’s deputy head of the church. It will also contain his powers and what his job will entail him to do.
  • B. The book will contain the duties the bishops will perform. It will also contain their powers and what their job will entail them to do.
  • C. The book will contain the duties the clergy will perform. It will also contain their powers and what their job will entail them to do.
  • D. The rest of the book shall include the structure of the church from service planning to laws, heraldry, and duties to be performed on behalf of Lutherania.

ACT VI: Of the Imperial Constitution []

Most Gracious Sovereign:

1. This Act is called the Act of The Imperial Constitution

2. The Act is in regard to the establishment of

  • a. The Monarch Act
  • b. The Imperial Constitution
  • A. The Monarch act is to be created to outline some of the basic duties and responsibilities of the Monarch.
  • B. The Imperial constitution will outline the basic laws, rights and privileges of the Kingdom of Lutherania. The Constitution will contain all on the Monarch, Government, armed forces, legislative, judicial branches of the Nation and also the Church.

ACT VII: of the Monarch []

Most Gracious Sovereign:

1. This Act is called the Act of The Monarch.

2. The Act is in regard to I. The Crown II. Succession III. Powers IV. Members V. Terms of office VI. Abdication/Removal VII. Prohibited Acts VIII. Regency Act IX. Royal Titles Act X. Government papers XI. Council Audiences

I. The Monarch is head of the Government and all the governmental Acts are carried out in the name of the Monarch. The Kingdom is an absolute Monarchy with the Monarch as head of the executive, legislative and judiciary.

II. An Act for the Security of His Majesties Person and Government and of the Succession to the Crown of Lutherania in the Protestant Line. Secures the succession to the Lutheranian throne. Also know as the 2008 Act of Succession.

III. The Royal Family of Lutherania shall have the powers listed in the Constitution, and shall be considered a "Royal Family". At the present the Monarch has unlimited powers with the powers listed in the constitution examples of the Monarchs powers.

IV. Subsection 1. The Royal Family shall consist of; 1 King, 1 Queen or Prince Consort, Princes, Princesses Subsection 2. The Royal Family has the right to appoint a Royal Court of their choosing.

V. Subsection 1. The members of the Royal Family are hereditary to the reigning Monarch or descendents of past Monarchs. Subsection 2. The members of the Royal Family are for life. Subsection 3. The Monarch and their family must attend all ceremonial events based around them, the church and the state. The Monarch and their family must also attend the state opening of the Imperial council in January.

VI. Subsection 1 Abdication. Any Member of the Royal Family may abdicate their position by simply transmitting a letter or e-mail to the Lutheranian government or succeeding service, stating that they no longer will or are able to hold their position. Subsection 2 Forcible Removals from Office. The government holds the right to remove a member of the Royal Family from position for the following reasons; Treason, Being Culled, Acting in a manner detrimental to the good of the Nation or conviction of High Crimes.

VII. The members of the Royal Family are prohibited from the following; 1 Holding office in another micronation 2 Being a member of a Royal Family of any other micronation unless through marriage and the micronations agree to remain independent. 3 Using their position for personal gain. 4 Misrepresenting themselves as having official powers in Lutherania except powers allocated to them.

VIII. The Regency Act states that should the Monarch not be of age (18) then the next highest member of the Royal Family who is of age shall consul and guide the Monarch. A Regent may also be appointed when the Monarch is incapable of performing his or her duties as Monarch.

IX. The royal titles act dictates what title the Monarch has chosen for their reign The current Monarch King Michael I title is: “ By the grace of God, His Imperial & Royal Highness King Michael Peter Nicholas Alexander I, King of the Most Gracious Kingdom of Lutherania, Grand Duke of Mule, King of the Crown Dependencies of Ulva and Iona, King of the territory of Staffa. Supreme Governor of the Church of Lutherania, Commander in chief of the Armed Forces, High Sea Admiral, Head of the Nation and the Government”

X. Government papers must be brought before the Monarch at all times and that the monarch will then read, study and advise on the papers as well as agree or not agree to sign Acts of the Imperial council on the executive, legislative and judiciary.

XI. The Royal Council can be called into audience with the Monarch at any time about matters concerning the country and the Government. The Royal Council can also ask for Audiences with the Monarch when they need his/her advice and guidance.

ACT VIII: Of The Holy Bible []

Most Gracious Sovereign:

1.This Act is called the act of the Holy Bible

2. The Act is in regard to the Holy bible, which consists of:

  • A. Establishing the Holy Bible as the official religious book
  • A. . The Holy Bible by this Act is to be declared the Religious book of the nation to be used in services and in guidance in the church. The Bible will be King James Bible and will be used in every church through out the nation and in the coronation of the Monarch.

ACT IX: Of the Establishment of the secret services []

Most Gracious Sovereign:

1.This Act is called the act of the Establishment of the secret services

2. The Act is in regard to the secret services, which consists of:

  • a. Establishing Secret Intelligence Beaurex of Investigations (SIBI)
  • b. Establishing Secret Intelligence Development (SID)
  • A. Secret Intelligence Beaurex of Investigations.

SIBI is made up of two branches the internal and the external. The internal branch is called Secret Intelligence Beaurex of Investigations. Internal (SIBI.I). This branch deals with gathering information from within the nation from citizens’ anti-government actions to plots against the Crown and against the people. The second branch is called Secret Intelligence Beaurex of Investigations. External (SIBI.E). This branch is to deal with the goings on of other nations and the internal mechanisms of other nations. Both branches of this ministry are to gather information and intelligence and pass the on to the Secret Intelligence Development ministry (SID). Its remit includes the protection of The Lutherania’s monarchal government and economic interests, counter-terrorism and counter-espionage within the Kingdom of Lutherania. The Security Service comes under the authority of the Monarch A chief commissioner heads the service.

  • B. Secret Intelligence Development

SID gathers intelligence and information from SIBI and produces reports on the information gathered to be presented to the government along with possible outcomes from the information gathered.

These two organizations are responsible solely to the Crown and the Government but the Crown takes precedence over the Government.

Provisions of Halewood.[]

The Provisions of Halewood establishes the rights and Privileges of the Royal Council and the Grand Synod of the Imperial council (Parliament).The Provisions of Halewood has been petitioned to his Majesty to help further the constitutional process and make it clearer to the people how their Government works.

  • The Grand Synod:

1. The Grand Synod has the PRIVILAGE of acting free willingly within the Rights established by the book of church law of the protestant faith in Lutherania.

2. The Members of the Synod my establish laws within regard to the INTERNAL politics of the church to petition to the Monarch.

3. The Synod MAY NOT effect the outward politics of the church. Example: forced worship in the home.

4. The Synod is subject to yearly elections where Bishops, Deans and Priests are elected to their posts for one year. If a Bishop is elected to a seat on the 7th August for example he must relinquish this position on this date the following year before the next election.

5. The Synod is subject to investigations by both the Monarch and the Royal council, when petitioned by the people to do so.

6. All discussions within the sessions of the Synod MUST be noted down and shown to the Royal Council for debate.

7. The Head of the Grand Synod is the Archbishop of Lutherania by His Majesty’s pleasure.

8. The Archbishop acts as His Majesty’s Speaker and Representative of His Majesty as Supreme Head of the Church. The Archbishop must act of ADVICE of the Monarch within the Grand Synod.

  • The Royal Council:

The Royal Council is the representation of the Monarchs powers and therefor has RIGHTS established by this Prevision and His Majesty’s consent. These RIGHTS include:

1. To declare War in His Majesty’s name and with His Majesty’s CONSENT.

2. To conclude peace in His Majesty’s name and with His Majesty’s CONSENT.

3. To raise and maintain taxes.

4. Payment of His Majesty’s armed forces.

5. The Day to day running of the Nation with CONSENT and ADVICE and GUIDENCE of His Majesty.

6. The Royal Council is made up of Members of the Imperial family and Aristocracy and is therefor not subject to election.

7. The people can petition the Royal Council.

8. The Royal Council can be subject to investigations by the Crown.

9. The Royal Council can sit without His Majesty, but His Majesty must be shown the notes of the meetings and no action sort in that meeting can be carried out until His Majesty has accepted the notes.

10. Discussions in these meetings can lead to ACTS and it is the Royal Councils PRIVILAGE to be able to do this.

Provisions of St Catherine.[]

The Provisions of St Catherine establishes Rights and Privileges of the church of Lutherania and also the Restrictions to the church’s powers.

  • The Grand Synod:

1. Legislation. • To pass measures dealing with the government of the church and its institutions (e.g. Benefices measure) • To pass canons determining doctrine and the form of worship (e.g. discipline of the clergy) 2. To approve the liturgy and make other rules and regulations through Acts of the Synod. 3. To regulate relations with other churches. 4. To consider and express their opinion on any matters of religious or public interest. 5. To approve or reject the annual budget of the church.

  • The Archbishop

1. Elected for 5 year periods of office elections of the archbishop happen separately from the Grand Synod elections a year and a day later. 2. Church legislation is passed by the archbishop and then the monarch. 3. The archbishop chairs meetings on church polices, services etc and reports to the monarch. 4. The archbishop must remain pacifist. 5. The archbishop is “above” state politics. 6. The archbishop can not hold an office relating to the military unless requested so by the nation. 7. The archbishop is the only person eligible to be tried in a church court chaired by the monarch. 8. The Archbishop must uphold the book of church law, but can make changes with the approval of the Grand Synod, Royal council and the monarch. 9. The archbishop is paid by the state funds allocated to the church. 10. The Archbishop can ask the government for additional funds. 11. The church is part of the state but must look after itself.

  • The Church

1. The church can not force worship on the people.

2. Must abide by the book of church law, 39 articles, and measures of the Grand Synod.

3. The Church must fund itself.


4. The Church has no political power in the nation outside religious matters.

5. Uses the Book of Common Prayer.

  • Constituent churches

The Church of Lutherania is the Supreme Church in the Kingdom and Grand Duchy but the other Constituent countries have their own churches.

  • Church of Lutherania- Archbishop of Lutherania
  • Church of Iona - Bishop of St Paul
  • Church of Staffa - Bishop of Staffa
  • Church of Ulva - Bishop of St John

The Archbishop is acting head of the church and prelate of the Holy See all lower Bishops are subordinate to them and the supreme governor. The Bishops each have a seat in the Grand Synod and the Holy See. Apart from Staffa the bishops are named after disciples so each new bishop adds to a province takes the name of a remaining disciples name to his title.
